This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No. 719 of January 31, 2008.
The Ministry of Education and Science of Georgia (MoES) has received a credit from the International Development Association (IDA), and intends to apply part of the proceeds of this credit to payments under the contract for the "Ilia Chavchavadze" Project (formerly known as the Georgia Education System Realignment and Strengthening Program – the Project hereafter) for reforming the education system.
About the Teacher Professional Development Center
The Teacher Professional Development Center (TPDC) is a regulating body for teachers in Georgia. The aims of TPDC are:
To support the professional development of teachers, in order to provide high standards of teaching and learning at schools; To regulate the teaching profession; To raise the status of teachers in Georgia

Research about the Demand on Teachers and their Expected Number at Georgian Schools in the Near Future
The purpose of the research
For the implementation of the above mentioned projects and the strategy planning TPDC needs to find out whether the number of qualified teachers will be enough to fill the vacancies at schools. To determine this, TPDC needs to conduct a research. The research should determine not only the expected number of teachers, required and available, but also how to change the strategy if the expected number of teachers is less than the expected number of vacancies at schools and how to attract more teachers.
Quantities to be measured
The research will be conducted in two major directions:
1. Determine the demand for teachers (distributed by subjects, pupil age groups, regions and districts) in schools of Georgia, for the next 10 years.
2. Determine expected numbers of attracted/retained teachers in the next 10 years (distributed by the same parameters).
To help TPDC define its strategy better, the research with its second direction should find what the measurable quantities will be adopted in the future by TPDC in case of different strategies. For example, the expected number of teachers should be determined for different cases of salary ranges proposed to teachers and different versions of qualifications required from them.
It is also important to determine, where (in which districts/settlements) are those expected teachers going to work. And in case of shortage in some districts, what extra conditions (e.g. high salary, funding of master's degree course) will the candidates require to move to the other districts.
Outputs to be delivered
1. Research report, containing: Research methodology and its implementation strategy (this part of report should be delivered before the beginning of research); Analysis of information, gathered during the research and recommendations prepared based on this analysis.
2. Information gathered, both in the form of filled questionnaires and in electronic versions.

Required Qualifications
At least one year experience in sociological and/or marketing researches; At least one implemented project similar to the above mentioned assignment.
TPDC now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures about the company/organization, specific description of similar assignments, specific description of experience in similar field, availability of appropriate skills among staff, etc.).
A consultant will be selected under the Quality and Cost Based Selection method (QCBS) in accordance with the procedures set forth in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).

The deadline for submission of expressions of interest and the information about consultants qualifications is: February 25, 2008 at 18:00 hours (local time).
